Just three points:
1. The UPLB Perspective, in the spirit of transparency, deemed to publish its expenses for the first and second semesters of academic year 2002-2003 (since there was no published business reports like ours for the past years). Thank you very much for correcting our report. Such discrepancy in figures was a result of error in summation. Nevertheless, the detailed expenses were true and correct based on our records. Our sincerest apologies to our readers and publishers.
2. Next is about the honoraria increase of the editors and staff of the present term, which is at PhP 600 and PhP 450 per issue, respectively. I would like to clarify that though the honoraria is an expense independent of the production of the paper, it does not necessarily follow that since the students pay for the paper, they should be consulted for such changes in the rates (please review logic in Philo 1 or Philo 9). I would like to inform you that the power to fix or to change the honoraria rates is based on the following: first and foremost, our Revised Rules and Guidelines Article 10; and second, it is in line with the Board of Regents Meeting dated May 23, 2002 that gave the Chancellor the power to approve changes in the Revised Rules and Regulations of Student Publications and the Constitutions of Student Councils of their respective units. Please review our constitution (which we are expecting that you know very much).
I would like to inform you that the former rates (PhP 450 for editors and PhP 300 for staff) were as far as 1994 when fixed. This is the main justification we had in our letter to Chancellor Wilfredo P. David when we submitted our letter for the approval of our staff list for Second Semester 2002-03. So if you would like to further query about the matter, please go to the Office of the Chancellor, Rm. 200, Second Floor, Administration Building.
The question of the legitimacy of such increase in rates, I would like to inform you, is due to the inflationary behavior of prices (which is an economic phenomenon that you hated very much). It was still in 1994 that the honoraria rates were changed (as a matter of fact, the present honoraria rates are likely the same as in Philippine Collegian, UP Diliman). Perhaps this is also similar with your cry of "PhP 125 across the board nationwide!". Please go to the delegated authorities who approve these changes, and not just claiming that "there were no known rationale or reason behind the increase (grammatical error underlined)."
3. Lastly, may we request that you first double-check your grammar and conciseness in your letters before submitting them to our office. It was very annoying on our part that you even italicized (for emphasis) your question, "May we ask where did the P5,514.50 went?," and yet it contains a grammatical error? I need not to emphasize this point.
